Any carrier authorized by the Commission to transact and provide workmen's compensation under the American Samoa Workmen's Compensation Act (ASWCA) is required to provide its own claim facilities. Under the ASWCA, the carrier shall provide claims facilities through its own staffed adjusting facilities located within the Territory, or by independent licensed, resident adjusters with power to effect settlement within the Territory. ​
